Select and delete any world templates and cached items that you don't need
Exit Minecraft and restart your device

Press the Clear Marketplace Cache button at the top

I have downloaded multiple mash up packs from the marketplace and it worked fine, until now. It now shows a blue exclamation mark and it makes the world unable to download. The skins wok fine

I was trying to fix another unrelated issue (I forget what it was), and so I cleared the cached content, and deleted the world template so I could redownload. I don't know about anyone else, but it randomly out of nowhere fixed itself for me. I didn't do anything, I just went onto the Marketplace, found the blue exclamation mark was gone, and I was able to re-download the maps, no problem.

I have this problem and have tried deleting things from storage, even the worlds, but then they are still in my owned maps, stuck downloading, and I can’t redownload them because I somehow haven’t gotten rid of them and the button for purchasing/redownloading/updating is just replaced by a grey box. Most of my packs are like this and have the blue exclamation mark and I don’t like it.
Edit: Apperently, when I check previous photos and texts I have sent to people, some of my packs have been like this since pre 1.16 and 1.15. MMMRRREEEHHHHH!

I found important details about this issue:
1. The issue occurs in 1.16.210 when AUTO UPDATE starts on available updates.
2. On an unaffected device, if you turn off Wi-Fi, go into Minecraft settings and turn OFF auto update; you can then turn on Wi-Fi and then manually update without issue.
3. If you then turn back on auto update and let it run, it will screw up the rest of the packs that need updating.

Basically, if auto update is disabled then you have no problems. if auto update is enabled, the downloads can get permanently clogged.

I think this issue is especially bad given that it impacts paid content, both from the perspective of content creators and users. It unfairly negatively impacts content ratings for the content creator, and for users, it renders content unusable which they paid money for. I'm sure it also deters buyers from purchasing further content from the Marketplace once they've experienced the issue. So, I hope a fix is implemented as soon as possible.

Quit application.
Delete everything in ...\AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalCache\minecraftpe
Restart application
Go to market and the download button is back!

I think problem started when the xbox ran out of space while downloading the mindcraft packs.
Once i cleared up enough space downloads still did not complete. they are just stuck on downloading for 2 weeks now.

I have this issue for certain maps on xbox, also having issues on iPad and Android all for different maps. Ive reinstalled mc on Android and no fix. Idk how to do it for Xbox without losing data so I havent tried. Some games its been over a year we haven't been able to play on that device.

If it doesn't resolve soon I'll have to reinstall again.

Mojang bugs keep mentioning tickets related to stuck downloads are duplicate of other tickets but all those are marked as resolved?
This bug has existed on Xbox for at least 2 years that i am aware of and still exists currently. Every couple of months my kids marketplace worlds get stuck on downloading and they are unable to download new purchases or old ones purchased previously.
Is crazy annoying. You have to uninstall the entire game. restart xbox. re-install minecract. and then start to download all the worlds again, hoping that one dont get stuck and you have to start the process all over again.
Have checked and Xbox S is updated to latest version so is Minecraft. Please fix this bug

Guys, I may have found a solution. At the very least it has worked for me. I was able to start my download on my bugged account. I switched to a different Microsoft account after I started the download on my account I purchased my maps on. After I switched to the new account it downloaded just fine. I was then able to switch back to my old account and now I am able to play on my maps just fine. Also, I was having trouble with my skin creator where I was unable to change clothes. Once again I switched to my other account, clicked on the clothes in the marketplace and put them on my character, switched back to my old account and it let me put those exact same clothes on. I hope this helps and Mojang eventually finds a better solution.

The downloads in question are content included in realms plus, so I am not getting the content I pay for. Have not tried to use minecoins for a purchase since this issue arose. Restart/logout/reinstall has not helped. This issue is not resolved.

I have not been able to download Marketplace worlds or texture packs I have paid for for over 2 months now because of this bug. This is ridiculous. This issue has existed since 2019 and nothing has been done about it. Game breaking bugs that have existed for literal years such as this and the notorious Pink Glitch have recently motivated me to go back to Java Edition. I cannot stand playing Bedrock anymore.

To turn that auto update off:
On the Start screen, select Microsoft Store to open the Store.
Select the account menu (profile icon next to the search box), then select "App settings".

This is also now happening with both my daughters account and mine. We have World map purchases that are stuck in downloading status, and we are unable to update to a new version of Minecraft that is available for the same reason.

I just experienced this glitch a few days ago.
Usually I purchase marketplace items on my phone for play points, then play them on windows 11.
However, when I tried to download the spongebob pack pn windows 11 after purchasing the packs on my phone, the game is stuck downloading packs I've recently purchased from my phone on windows 11, and I'm unable to download any more worlds, or play the world I purchased on windows 11, the phone version still works properlyfor me...
Oddly enough, You can still download and play your market place items on the Preview version of Minecraft on windows 11.
So I can only play the packs I purchased on the preview version on my windows 11, and my smartphone.

Does anyone know how to fix this problem on a computer? I'm surprised it has been taken Microsoft this long to fix it. Something like paintings not appearing they get right on it, but I'm wondering if this is just a bit harder.

As far as I know, this has been around farther than 1.17 and affects older content like the 2016 mashup, adventure time mash up, and many other old mashups and worlds. I’m surprised it has taken this long and still an official solution is yet to be added.

I just renamed LocalCache\minecraftpe to LocalCache\minecraftpe.bak if reverted was needed.
PS: I did NOT lose any created worlds.

Same issue on an Android tablet here. Worked fine with a skins pack. Stuck on downloading on a Worlds pack & a Texture pack. Hope this will be fixed soon 🙂

The 1.19.40 update has now added the Clear Marketplace Cache button in Settings > Storage to all platforms. It would be helpful to know if you are still having issues downloading Marketplace content after pressing this button and restarting your device.

Unfortunately, your statement that it's an account level issue isn't compatible with that theory, and you haven't provided any information we could use to resolve the conflict.
The best I can do for you under these circumstances is to suggest that you upgrade to 1.19.40 (if you haven't already), use the new Settings > Storage > Clear Marketplace Cache button, and try downloading again. If that works, the problem has been fixed for you. If it doesn't, you would either need to go back to support with your issue (if it's actually an account level problem) or search here for another report that matches what you've been experiencing (or if you search can't find one, you can create a new report).

After changing back to the still running game with the stucked download the download continues. this is happening since a couple of days ago also for me, it started with the Star Wars mash up, which initially worked but after a certain time didn't anymore.
I tried clearing the marketplace cache, then reinstalling Minecraft, but the problem is still present.
Today the problem happened immediately after the initial download of today's Marketplace gift "Holiday Resort", "Update" ("Aggiorna" in my Italian version) and the blue exclamation mark appeared beside the library item image.
I noticed that for a very short time (at most 2 seconds) the options to buy it using coins, money or to update it appeared, then only the option to update it remained. I then tried to very quickly select the option to update it before it disappeared, and after some tries I managed to do it, and it worked!
Unfortunately, this does not seem to work for the Star Wars mash up; the first time I chose to update it the download dialog and import of content appeared, since that time the update button does not have any effect anymore.
I suspect, but of course I could be totally wrong, that the problem could be related to the data stored into the Microsoft (X Box) account I am using to login into the game, but in that case Mojang would be able to resolve it? Erasing that data would destroy all the items legally purchased with Minecraft coins.. there should be a technically better way.

I had less than 1GB free total space. That was not enough for the system and therefore contributing to the problem. I needed to add an SD card (note: Kindle requires a certain speed and recommended XC I), format it, and move data or apps onto it (I moved data) to free up space.
Upgrade to the latest version of Minecraft (currently 1.19.51). Do this from the parent account as kids account doesn't have permissions. Go to Appstore, search for Minecraft. Click on the Minecraft icon and not the "open" button. Then upgrade.
Log back into the kids account, launch Minecraft, go into Settings -> Storage -> Clear Marketplace Cache.
Important! Restart device.

One question I have though is would it be related that the texture pack in question doesn't show up for me in the "My Content" section of the marketplace? This bug is still not fixed. PC, Bedrock version. The only solution is a royal pain. In order to correct it I have to back up all my worlds, uninstall, and reinstall. I ran across this Jira ticket while trying to resolve the download/update problem on my Minecraft account. I used the instructions in the Mojang Studios Note for the PC and it fixed it. I haven't been able to get downloads for about 6 months now, so I'm very happy.
Specifically, in the settings part of the minecraft app:
I selected 'my content' on the left side, which was the bottom icon
Deleted textures and world templates that were stuck in update hell. You could select the category on the right side, and the specific texture or world template after that. Then I clicked the trash icon below the texture/world template name.
Clicked the clear marketplace cache button on the top right. In my case it took about 4 minutes to finish after the popup from the button click.
Exited out of Minecraft and restarted.
After restarting I was able to download/update again! Note that my marketplace icons on the left side of the screen were corrupted prior to doing the above steps, but afterwards appeared correctly again.
I hope this helps out others - I hadn't used any of my minecoins for a long time, afraid I wouldn't be able to download the packs, but now I can try out some of the newer worlds!
Edit: I was using version 1.19.63 - version 1.19.70 hasn't been available yet.

Another way of fixing the issue (Windows)
This method may help if the other steps haven't helped and it keeps your already downloaded packs
1. Use Windows Key + R or search the app "Run" and open the program
2. Type/copy and paste this into the box provided: %LocalAppData%\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalCache\minecraftpe\DownloadTemp
3. Press "OK"
4. Delete "download_state.json
" (or you can just delete everything, it doesn't seem to matter)
5. Reopen Minecraft and you should see that the download progress bars are gone, and you should now be able to properly download all packs!

The instructions from ThatJadon26 on 2023-06-13 (to delete the download_state.json file) worked for me.
None of the other instructions (about clearing/deleting things through the Minecraft Settings UI) worked for me.
I think this info might help the devs, per the recent mod comment about post guidelines. It may also help other users like me.

Partial Cause
I found a partial cause of this problem (more specifically, why it keeps showing as "Downloading")
The processState "downloadPending" is stuck in the download_state.json
until the cancel button is pressed, but the cancel button does not go back to the content screen, only the X button does. With the X button, the processState is kept along with the rest of the pack info in that same file when it should be removed as it causes it to keep showing that it is "downloading". I recorded a side-by-side video of the game and the file being updated.

Tried to download the Norse Mythology mashup Pack both on Windows 11 and Switch and keep getting the error Downloaded failed. I have tried all the steps on here to no avail.

Mojang has informed us that they've been monitoring downloads and it looks like some changes they made recently have resolved this issue in 1.20.50 for most people, but there may still be some room for improvement on PlayStation and they continue to look into that. For any existing occurrences of this problem, we're unclear about whether the fix is supposed to reset them. If it doesn't, you may now be able to clear them and try downloading again:

Next, go to Settings > General and in Network Settings, turn off Auto update unlocked packs, then restart Minecraft and retry the download. You can turn the setting on again afterward.

You might also want to try the above method if you're on a different platform but you're familiar with how to find and edit Minecraft's temporary working files on your device.

This issue has just started for me, Bought 2 small packs on Marketplace both failed. Followed the clearing cache, reinstalling etc and now none of my previous marketplace purchases will install. Fantastic. No resolution expectation and advised to follow an already closed issue. Fantastic.
I should add this is on the PS4 version and not the Switch
