it will just say downloading and never do it and when i try to do it again it still says downloading, it started in 1.20 but after a few weeks it work 1.20-1.20.10 it has gotten worse

We're tracking this issue at MCPE-54531, so I will resolve and link this ticket as a duplicate. You can try clearing the Marketplace cache and see if that helps:
Navigate to Minecraft > Settings > Storage
Press the Clear Marketplace Cache button at the top
Exit Minecraft and restart your device
