Marketplace City Living 2 pack stuck in "Downloading." I can click restore, and it says it's restoring purchases, but nothing happens. I've closed and restarted Minecraft. I've rebooted the iPad. Nothing makes a difference

We're tracking this issue at MCPE-54531, so I will resolve and link this ticket as a duplicate. You can try clearing the Marketplace cache and see if that helps:
Navigate to Minecraft > Settings > Storage
Press the Clear Marketplace Cache button at the top
Exit Minecraft and restart your device

I got my pack back with the download symbol back up but now it restricts me to download I have no idea what's going on here so Mojang please try and fix this because I really would like this world. Because it costs 1350 Mine coins and I only have the skins.
