The bug in question is a bug where I attempted to download a marketplace item (travelling trader world) and the download had not progressed at all. The issue was not resolved by closing the app or restarting the device. The bug still persists today, despite the fact that I started the download about half a month ago, and I attempted to download something else but that item is experiencing the same issue

Marketplace partners have their own support channels for resolving issues affecting their content. This issue is being tracked at MCPE-54531, so I am re-resolving this ticket as a duplicate. You can try clearing the Marketplace cache and see if that helps:
Navigate to Minecraft > Settings > Storage
Press the Clear Marketplace Cache button at the top
Exit Minecraft and restart your device
