I have tried to download products on the marketplace, such as Terra Swoop Force. I own it already but it will not let me download it. I have waited for 30 minutes, tried uninstalling and reinstalling. Will not work, I tried downloading other things too, same issue.

We're tracking this issue at MCPE-54531, so I will resolve and link this ticket as a duplicate. You can try clearing the Marketplace cache and see if that helps:
Navigate to Minecraft > Settings > Storage
Press the Clear Marketplace Cache button at the top
Exit Minecraft and restart your device
