I have been constantly having trouble with downloading packs I already own. It will stay stuck at 0.00mb and not download anything.

We're tracking this issue in MCPE-54531, so this ticket is being resolved and linked as a duplicate.
You can try clearing the Marketplace cache in Settings > Storage and see if that helps.
