Purchase 2 new worlds and neither will download. Both just say downloading and never move. I had a world that had an update, on pressing update it also just sits there saying downloading. Tried closing the app, logging out and back in. No luck.

We're tracking this issue at MCPE-54531, so I will resolve and link this ticket as a duplicate. Try clearing the Marketplace cache and see if that helps:
Navigate to Minecraft > Settings > Storage
Press the Clear Marketplace Cache button at the top
Exit Minecraft and restart your device
