Hi, I'm new to this community, and speaking on behalf of my 11 year old daughter who used her money to purchase this game, Mermaids Life, on her Amazon Fire Tablet. She wanted to be a mermaid but instead she is getting the "Downloading" icon, which has been showing with zero progress for a while now. She tried restarting Minecraft. She tried rebooting. Please let me know what I can do to help get this resolved, or get refunded for the purchase.

We're tracking this issue at MCPE-54531, so I will resolve and link this ticket as a duplicate. You can try clearing the Marketplace cache to see if that helps:
Navigate to Settings > Storage
Press the Clear Marketplace Cache button at the top
Exit Minecraft and restart your device
