You can't create mud with a bottle of water on grass block

Pretty sure that’s intentional 

According to the wiki:

Mud can be obtained by using a water bottle on dirt, coarse dirt, and rooted dirt, transforming it into a mud block.

This behavior is consistent between Bedrock Edition and Java Edition.
