I downloaded a couple resourse packs off of the internet then using file explorer, I put the files in the resource pack folder. but when I opened minecraft, none of the resource packs have loaded in. I'm sure that they work because I tested them on my phone and they loaded just fine.
the only packs I see are the ones which I have previously downloaded, and upon deleting them from the files, they don't disappear from in game.

Hello Deasia Turner, I have also ran into the same problem you have, but I'm here to let you know that there is a temporary fix (although an annoying one) Ever since the 1.19.40 update players MUST own the paid for version of Minecraft not the gamepass version to see the installed add-ons, you can get this version from the Minecraft starter pack on the store. Once you own that version you must uninstall and reinstall Minecraft if you want to update the packs.
Search "iRubisco" on YouTube and look for the "Huge update on how to get mods on Xbox one!" Video he will describe it better and give more information
