Moss blocks cannot spread to mud blocks

Moss blocks cannot spread to mud blocks, unlike in Java Edition.

Steps to Reproduce:

1. Place a moss block and mud block next to each other

2. Bone meal the moss block

Observed Results:
The moss block doesn't spread to the mud block.

Expected Results:
The moss block should spread to the mud block.
