There are previous Posts that describe what is going on very well. For example: MCPE-138312
However, it has been remarked as resolved, and no one has reported this for the current versions of MCBE.
I tested online packs and my own, and every single pack did not work with their subpacks. Not on my Windows laptop, nor on my ipad. Both devices are up to date on software updates.

Isn't this basically MCPE-162002?
If so, the bug is fixed in the 1.19.50 Previews, and the fix will only be avaliable with the full release of 1.19.50.
