When starting Minecraft on Windows, any previously selected texture packs do not stay selected after exiting and restarting Minecraft.
Steps to reproduce the issue:
Start Minecraft.
Select Texture Pack and Activate.
Join Realm or local game that lets you use the Pack.
Return to main menu and Exit application.
Start Minecraft again.
Check Settings, Global Resources, will have to reactivate previously activated Texture Pack
Expected Result:
Texture pack should remain selected and activated.
Note: This does not match Xbox One/X/S UWP Minecraft behavior. Xbox Minecraft the selected Texture Pack (In my case, Natural Texture Pack) stays selected and I will never have to set it again.
