[MCPE-16506] Ice block is in Old Graphics

The ice block is in old graphics. Ice should be transparent on fancy graphics. This also relates to leaves when held in hand being in old graphics.

Liam, Ice has been opaque since the 0.7-8 days. It should never be transparent.

@unknown Who says it's not a bug? It's transparent in the PC version. It should have been reported around the time they added fancy graphics. That would also mean MCPE-7990 works as intended too.

Reopening for further input from a developer. I need an official confirmation that this is either a bug or WAI for now based on a developers decision.
