I made an underwater village and noticed that iron golems spawn in bodies of water next to the village, instead of on dry land inside the village cap. To my knowledge, iron golems should not be able to spawn in water (except when standing in running water but not in water higher than that). I wonder if this is a bug.

thank you @GoldenHelmet but this is another issue. I am aware of spawning ranges. The issue of this report is whether it is a bug for iron golems to spawn in bodies of water. The cave shown on the picture is completely flooded with water source blocks.
I'm having the same issue. I made an underwater village, the accessible area by villagers is 9 chunks. the middle chunk has 2 spawning platforms for iron golems, with 1 block tall flowing water. not a single iron golem has spawned in it. rather they have spawned in chunks that yes, are in the spawning range, but is solid water. it was built in a coral reef, and I have found that they spawn regardless of coral fans, coral, sea grass, or the fact that they are in completely solid water. its a nuisance. I have placed string in spawning spots, excluding the blocks listed previous. if they are not spawning there they are spawning anywhere else that dosent have strings within the spawning radius. also they are spawning at an extremely slow rate; around 1 per 3 Minecraft days. the village has 30 villagers, with only 6 without jobs. within the actual chunks villagers can be in, the entire floor is waterlogged mangrove leaves, blow varies form sand, glass, and sea lanterns, and no iron golem has spawned there.

Many iron farm designs use 2-deep water in places in order to extend water flows across a large platform. For example, to have a 3x3 drop chute in the middle of a 21 x 21 spawn platform. The large platform is used, in turn, to ensure that iron golems will spawn on the platform even if the village center shifts among the beds clustered at the center.
