[MCPE-165628] Weather related issue

To recreate this issue, please do the following
• create a creative world
○because you're going to need the weather command
• go to any biome specifically a flat floor
• create a medium-small Square house on the ground
• make sure the camera is facing the character
• use the weather command to make it rain

please fix this visual bug, thank you
