It was raining outside, then I went into third person view and it looked as the rain was inside. I went back on to first person view but the rain was outside again.

Confirmed in 1.14.1 on Windows 10.
The effect can be seen in third person view, either front or back, although it may not be as easy to reproduce in the front view. It occurs under adjacent slabs vertically offset from each other, to make a sloped roof for example. If there is a flat section of roof adjacent to the sloped part, the effect persists one or two blocks into the flat section, then stops.

The effect can be seen through multiple sloped layers, e.g. a roof under another roof.
The intensity of the rain varies with the angle of your line of sight; it is strongest when looking horizontally in the downslope direction and fades away as you look to the sides, up, or down, disappearing at about 70 to 75 degrees.
The effect is visual only: A cauldron placed where it appears does not collect water.

A related issue, MCPE-37557, about rain passing through blocks at the build height, remains unresolved.
A related issue, MCPE-43610, about rain appearing underwater, was closed recently after 6 months with no updates.

I tested again in 1.14.60 Hotfix and discovered a couple new things.
The fake rain does not create splash particles when it hits the ground.
The fake rain is only visible in an area that's apparently shaped like a cone aligned with either the X or Z axis. As you get closer to blocks having sky access (and therefore, where rain actually should be visible), a smaller section of the cone contains the fake rain. As you move farther away, a larger section contains fake rain.
As you turn your gaze from one axis to the other, you see progressively less rain for the first 45 degrees, then progressively more for the last 45 degrees.
The fake rain can appear below slabs or stairs, I think even under multiple layers of them.

Can confirm on Android in 1.16.201! I have also attached another screenshot of this happening to me.

I can confirm for Nintendo Switch in version 1.17.2 of the game. I can’t really say anything else about it, but it’s very strange. It doesn’t just happen with slabs or sloped roofs, but full blocks that form roofs as well.
