When you were inside or under blocks in first person snowflakes do not show up, but in third person you can see the snowflakes even if you are inside
Steps to reproduce:
Set the weather to snow in a biome where it can snow
Build a medium sized enclosed space
Go into third person front or back
look for snowflakes indoors
