In 1.17, I started a bedrock survival world, that is hosted on an external commercial server. The world has been upgraded as new versions come out and is now running 1.19.51. After travelling to new chunks, several thousand blocks out, structures are not where they should be. Chunkbase gives the structure coordinates, which I confirmed using a completely new world in Creative mode, but they are not there in my upgraded survival world from 1.17.

There are several reasons why the chunks may not have updated, including.
They had already been generated in a previous version (this is the most likely, particularly if it is a multiplayer world)
The world was created from a template or using settings that lock it to a specific "version" for backward compatibility
The hosting server software is modified in some way that prevents the update
You can probably check case 1 by traveling to somewhere that is extremely far away to see if any expected structures generate.
You might also download a copy of your world from the server to see if the issue occurs locally.
