When placing concrete powder then to a
waterlogged mangrove root block, just like MC-259091
The concrete powder does not convert to a concrete block.
Step to reproduce
Place 3x3 with any leaves
place any concrete powder to center
place mangrove root block to any directions
fill Water Bucket to mangrove root block
Observed Result
❌ The concrete powder does not convert to a concrete block
