When attempting to earn the "Sniper Duel" and "Archer" achievements, they are not awarded when using arrows with effects and spectral arrows. The achievements are only awarded when using normal arrows.

Yes, other achievements are unlocking in the same world. I have tried waiting a few hours but nothing has been unlocked.

If so, can you please confirm which Edition of the game you are playing? In the description you refer to "spectral arrows", which are only available in Java Edition. In a comment you refer to getting achievements for a particular world, which is also a Java Edition feature. In Bedrock Edition achievements are earned once for the account, and do not apply to particular worlds.
