[MCPE-167621] Wither Skeletons Didn't have their own sounds to match Java Edition

When I spawn the Wither skeleton, it has the normal skeleton sound effects on bedrock and on java, they have the updated sounds.

Unexpected Result, Bedrock:
Does not have all the sounds.

Expected Result, Java:
Has all the sounds.
