[MCPE-167848] Entering nether portal shows "Building Terrain" for minutes on end

Steps to reproduce:
1. Enter a Nether Portal

2. Observe

The other dimension gets fully loaded, as evident from sounds and other interactions like mobs attacking you, but the game still shows "Building Terrain".

Footstep noises play at a high, jarring frequency.
