Dolphins cannot swim through kelp.
If they move up to it at most angles, they get stuck in front of it, continually trying to swim forward and continually stuck. Eventually they drown. This is disturbing and depressing.
Suggested solutions (either would work):
1) Let dolphins swim through kelp
2) When a dolphin hits head-on a block it cannot enter, it changes direction

I just spent a good amount of time trying to reproduce this issue in creative mode, and was unable to. Unsure why I saw otherwise in my survival world (a few dolphins stuck on kelp that drowned). Guessing there must have been some other factors involved. Sorry for the less-than-useful report.
You can always upload the world affected if you want. I could not reproduce on a creative world either.

I cannot reproduce the behavior that you describe. Could you please attach a video that shows it, or a test world where it can be observed?
