I can see screaming goats in spawn eggs and natural spawns, but in breeding they don't spawn after 20 hours of spawning. Then?

We are actually going to track the breeding issue at MCPE-165512. The other report, MCPE-130746, is tracking trying to get screaming goats with the /summon command.
