[MCPE-168585] The layer of snow that is suspended when placed on a dirt road block

vesion: 1.19.70 and 1.19.71
In the evening, when I created a world to play, I discovered a bug that caused the snow to float when on a dirt block.
Problem to be solved: Make the snow layer lie on the dirt road block
