If there is fire or lava near chiseled bookshelves the chiseled bookshelves doesn't burns in fire despite it's made out of wood and even bookshelves burn and disappear due to fire.

However, this issue is Working as Intended.
The report you have submitted is working as intended: Chiseled bookshelf is not a flammable block. Fire can spread to the blocks above it, if it's empty, but the block itself is immune to fire/lava.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
