Mounts(Horses, Mules, etc.) can go through an Overworld Nether Portal but not one in the Nether itself(Couldn't attach video, so here's a screenshot).

I know there's a cooldown that's I believe a minute, But it's been 2 minutes and my horse haven't been able to go through, And sometimes the Nether lags and freezes my game making it practically impossible to send a mob through. Usually re-entering the world fixes it by having the mob be on the other side, It's a bit random though, Sometimes I can send them sometimes I can't, It's probably the Nether lags that causes these.
How long did you wait in the Nether after sending the horse, etc, to the Nether before trying to send back to the Overworld? There is a cooldown period to prevent mobs from traveling back and forth too rapidly. The mob may also need to completely exit the portal space before they can go back through.
