Steps To Reproduce:
1. Create a new world with this seed and with cheats enabled: 69420
2. Create a nether portal
3. Go into the nether
4. Type in this command /tp @a -13333923 17 -6541697
Observed Result:
The player cannot move in the x and z directions
Expected Result:
The player should be able to move in any direction regardless of game mode
