One block of suspicious sand doesn't always generate on the top layer of the room buried in sand in desert pyramid

In Java Edition snapshot 23w14a, the room buried in sand in desert pyramid has been changed: one block of suspicious sand is now always visible on its top layer. However, this change hasn't been brought to Bedrock Edition.

Steps to Reproduce:

  1. Search for some desert pyramids

    1. For example, use seed 1738801 to create world

    2. Go to coordinates 200 68 190

  2. Observe the top layers of the rooms buried in sand

Observed Results:
No suspicious sand generates sometimes.

Expected Results:
At least one block of suspicious sand generates.
