2nd player items disappeared from chest after Console restart

2nd player on Xbox One console placed items in chest, then left the game.  Then the first player exited the game.  Then back to the Xbox one home screen where the Minecraft application was quit.  Then the Xbox one was restarted.  This was due to the controllers disconnecting from the Xbox One.  After restarting the Xbox One, we went back into the game to find that all items that the 2nd player had placed in the chest were gone.

Did Player 2 exit normally (Save and Quit), or were they forced to exit when controller disconnected?
Same question for Player 1.

Player 2 is a guest player on the Xbox One.

The Xbox One controllers were having connection issues, which we usually resolve by restarting the console.  Before we exit the game, we usually put all of our items in chests because we have had issues in the past with items in guest players inventory, armor, or belt not being present when coming back to the game.  So, after the controllers reconnected, the 1st and 2nd players placed all of their items from armor, inventory, and belt into two different chests.  They then exited normally.  First the guest player, then the 1st player exited normally with hitting save.  After the game saved and exited, We navigated to the Xbox One home screen, quit the Minecraft application, and restarted the Xbox One console by holding the X-box button and going to Restart Console.  After the Xbox One restarted, we went back into Minecraft, pulled up the previously saved game to find all items that had been placed in the chest, by Player 2, from that round were missing.  Items that had not been removed and replaced in the last session were still in that chest though.  The 1st players items were in the chest where they had been placed in the previous round.

No other players were in the game.

The expected results would be that items would not go missing from a chest.

Im on ps5 and every time I join a friends world after he restarts the console all of my items and chest items are gone as well. It completely ruined minecraft for me this needs a fix

Please update the description to follow the requested format. It is very hard to follow steps when written in a long paragraph as you have done.

1.  Playing Minecraft Bedrock on Xbox One with two local players.
2. Noticed both controllers disconnecting from the Xbox One, this is usually resolved by restarting the console.
3. When controllers were connected, both players placed the items from their armor, inventory, and belt into separate chests
4. 2nd player or guest exits the game.
5. 1st player exits the game.
6. 1st player saves the game.
7. Go to Xbox Home Screen by hitting the Xbox X button
8. Quit Minecraft application
9. Restart console
10. Start Minecraft
11. Start previous game
12. 2nd player or guest joins game
13. 2nd player goes to the chest that their items were just placed in and finds all items that had just been placed there are gone.
a. This should not happen, the items should be in the chest they were placed in.
14. Check other chests to see if there was some weird problem. Items cannot be found.
15. 2nd player or guest exits game.
16. 1st player exits game.
17. 1st player saves game.
