Steps to Reproduce:
Enable the Short Sneak and Crawling experiment;
Create any setup where you can touch water directly while crawling;
— While this is also an issue with flowing water, it's better to use static water for easier viewing;Initiate crawling;
Move towards the water (preferably the corners, where the issue is more apparent).
Expected Results:
The water resists!
Observed Results:
You get in without any pushback.

Notes: This seems similar to the behavior of blocks pushing out players that are clipping into them.
