Carpet parity issue

Summary:

The carpet has different functions in the Java and Bedrock versions. In the Java version, it is possible to place it on cactus to make the player not receive damage when stepping on it, helping in parkour maps

Steps to Reproduce:

1. Launch Minecraft Bedrock and Java Edition

2. Put a carpet on a top of a cactus

3. Get on the carpet in both versions

Observed Results:

In Bedrock Edition, unlike Java Edition, the character will start taking damage

Expected Results:

The player shouldn't take damage, as they should be protected by the carpet, which covers the cactus spines.
