Resource Packs Stuck While Loading

Whenever loading a player loads my world that has resource packs, they'd be downloading the packs normally until the pack progression bar just simply gets stuck and stops downloading the packs. Tried cancelling the packs and downloading them again, doesnt work. And it sometimes just stays stuck on 0.00mb without any progression after retrying to download the packs by cancelling the download and redownload. Tried restarting the game, doesnt work. Tried to do everything I could personally so people could actually play and join my world. Nothing works. The worlds that I invite people to are on xbox, though this issue can occur to every platform I believe.
