[MCPE-171712] camels can jump on fences

Camels and sniffers are able to jump on to fences and walk over them therefore escaping any enclosures they are in. In the image you can see that a camel is sitting on a fence so it looks like it is levitating.

We can only track one issue per report. Since your picture is of a camel I have removed sniffer from the summary. This behavior for the camel is intended. From the 1.20 changelog:

Camels are tall
Most hostile mobs will not be able to reach you when you are on a Camel
They can walk over Fences and Walls
