So, a few updates ago skin packs stopped working properly for me on ps4. I'm not sure if this affects everyone or just a few people but its been going on for a looong time and I've had no acces to any of my skins. This mostly seems to affect user generated skins, but any skin thats not steve, alex or some of the new skins suffer from this issue. (attached are images of what's been going on)

I've had this problem for a while too, I troubleshooted in game fro a while till I decided to try and delete and redownload the game. To my surprise everything was fixed. I hope this fixes the problem for you as well!
