Summary:
Using bonemeal on an opaque block underwater does not produce anything
Steps to Reproduce:
Open a new world
Dig a hole that is at least 5*5 wide, 2 blocks deep
fill both layers with water source
use bone meal on the block under the water
Observed Results:
Nothing spawns, bonemeal is still consumed
Expected Results:
Seagrass, coral and coral fans should spawn

That means when using bonemeal onto an underwater block (dirt or sand or stone, most blocks should work), plants including seagrass, coral, and coral fans should spawn near the site you use the bonemeal. But I just tested in my survival world and a new creative world and nothing spawns.
