Bone Meal does not spawn coral or Sea Grass on Sand Underwater

I have attempted to use bone meal underwater on a sand and/or dirt block underwater with at least 2 blocks of space above. Does not work, will not generate spawn but produces the green sprinkles of a spawn but nothing actually spawns. I have attempted in multiple bodies of water. I have used on existing sea grass, will grow sea grass but will not spawn anything additional.
