[MCPE-172764] Custom biomes do not generate

Custom biomes can not work .

Steps To Reproduce:

1. Import pack then create new world activate pack in world creation

2. Activate custom biome experiment

3. In chat box type command /locate biome modified_plains

Observed Result:

Result always "says can not find biome of that type"

Expected Result:

Travels thousands of block but couldn't found custom biomes
