Blazes are spawning nowhere near the spawners, and are spawning naturally. they spawn everywhere in the fortress. my world is on easy difficulty for context.

In general, Blazes do not require a spawner and can spawn in various places within the Nether Fortress. If you are encountering too many Blazes though, that is tracked in MCPE-65762.
