Silk Touch tools not mending

Cannot Reproduce

I have a diamond pick axe with silk touch and mending that is no longer mending since 1.20 was released. Even if it's the only thing in my inventory when I pick up XP, no mending occurs. Is this a bug or now expected behavior in 1.20?

You have to hold the tool for it to mend.
