When loading up Minecraft the percentage stays at 41% for a little while (not forever. About 7 seconds) but if you open task manager drop down Minecraft and end the "Runtime Broker" task it will instantly load. Please fix this runtime broker issue.

I encounter the same behavior, except that in some case the progress bar never go past 41%, meaning that the game is unplayable. Reboot sometimes helps, but not always. Seen with Minecraft 1.20.32 on Windows 10 Home 22H2 19045.3570.
