[MCPE-173680] Axolotl has no breeding cooldown

There is a bug that after breeding Wooper Looper, it can breed again immediately.
To be honest, I'm happy that I can increase the number of Wooper Looper babies as much as I want without a 5 minute cooldown, but I'm reporting this as a bug.

"Wooper Looper" is not a mob in vanilla Minecraft. We can only track bugs in the vanilla game here on the bug tracker.
