Removing water from a bubble column via dispenser will remove the bubbles and create ghost water. The ghost water can be somewhat interacted with and remains despite the water bucket being refilled from it in the dispenser.
Notes:
You can't drown in the ghost water
You are able to swim in the ghost water
You can't pick it up in an empty bucket
Ghost water disappears upon logging or reloading the area
Ghost water does not flow under any circumstances but can be deleted by pushing blocks into it or placing water in it

This also happens when removing bubble columns with a sponge. Tho it appears not no be consistent. It actually deletes around half of the water and the other half turns into that ghost water. Almost like a check pattern.
And the bug also occurs on the switch wich may indicate that it's on multiple platforms.
Also happens in 1.20.12 wich im on.
