Note: As of 1.21.60.25, this issue appears to be resolved (at least for the create world screen; I am unable to access the new edit world screen for some reason). A screenshot of the fixed menu is attached as resolved.jpg
The old create/edit world screens had the option for "Invite Only" for PlayStation Network, however this option is currently missing from the new version of those screens.
The absence of this feature makes it so that you cannot currently set your world to "Invited users" for PSN friends through the new create/edit world screens. This means your world will always be open to any of your PSN friends unless you entirely disable multiplayer, which isn't ideal.
This isn't currently a priority as the old edit world screen is still accessible, allowing you to at least go back and edit your worlds to be invite only, however with the eventually replacement of JSON UI it will be crucial that there is at least feature parity between the old and new screens.

Issue is still present in latest full release in preview version. It is also present in the new world edit screen.
I think you are confused. I don't play on PS so I may be wrong but if you click Invited Users under Microsoft Player Access it will still let only invited users into the world, Microsoft user or PlayStation Network user, it doesn't really matter. I think the real issue here is the fact that it says Microsoft Player Access when it should be referring to all players not just Microsoft Players. Again, I don't play on PlayStation so there is a good chance that I am wrong!

To clarify for anyone else viewing comments, user XCraftYTLinc is incorrect.
The behavior of the game is that multiplayer settings for Microsoft only apply to players joining as cross-platform friends, just as PlayStation®Network settings only apply to players joining through PSN. This is why the settings for each are separated.
