[MCPE-174579] Water from the water-logged leaves will flow out of the block

The Java version of the water-logged leaves or barrier blocks will not flow water, but the bedrock version will.

Upon closer examination, is was discovered that the issue with the Barrier is in fact a valid parity issue. Please create a new ticket for it, so that the issue can be logged accordingly.
