This bug makes you unable to join other people worlds that have large resource packs.
Steps to Reproduce:
Try to join a world/server that has a large resource pack.
Observed Results:
The download will get stuck near finishing, after cancelling and trying again it'll get stuck before even starting.
Expected Results:
The download should not stop.

It happens both on Xbox Live and LAN, I've experienced it while using my phone and pc, this also happens a lot on my friends' devices.
