[MCPE-174842] Creative categories are invisible when the recipesunlock gamerule is enabled

When the recipe unlocking gamerule is enabled the creative inventory tabs are not visible.

Steps to reproduce:
1. Create a new world
2. run the following command:
/gamerule recipesunlock true
3. Open the creative inventory, you will not see any creative tabs
