The ping value displayed on the server selection screen is the ping between your computer and that server. The ping displayed in the ping test app is the ping between your computer and the ping test server. Neither of those ping values has anything to do with Minecraft itself, so this is not a bug in the game. You may wish to contact the featured server owners about connection issues with their server.
