[MCPE-175607] Flowing Water may result in lag spikes

Hello Mojang!

I'd like to report a bug because this was annoying, When i break block underneath a water, lag spikes appear every water flowingly, so please fix this

I don't have any other devices, I only play on android

We're tracking this issue at MCPE-175116, so I will resolve and link this ticket as a duplicate. For future reports, please only set the Platform field to Multiple if you are experiencing the issue on multiple devices.
